煤改气村户内燃气设施安全现状与对策措施研究

【摘要】为让农村居民用上便宜、方便的新能源，截至 2018 年底，北京市已经累计完成 457 个村庄“煤改气”工程。但天然 气具有易燃、易爆等特性，一旦发生泄漏，极易引发火灾、爆炸事故。据统计，2020 年全国发生燃气事故 548 起，室内燃气事 故 327 起，造成 78 人死亡，占总数 92.86%，受伤 657 人，占总数 98.06%，其中居民室内天然气事故 103 起，室内燃气事 故是造成人员伤亡的主要事故。户内燃气设施也极易因自身存在的安全隐患或用户使用不当引发安全事故，居民户内燃气设施的 安全状况不可忽视。此外，加强户内燃气设施安全管理，保障用气安全，不仅是法律法规的明确要求，也是燃气公司的重点工作 与社会责任。本文依据现行燃气安全相关的标准规范，对煤改气村用户内燃气设施存在的安全隐患进行排查、分析。

【关键词】煤改气；燃气设施；安全隐患；对策措施 Study on safety status and Countermeasures of indoor gas facilities in coal to gas Village Abstract: in order to enable rural residents to use cheap and convenient new energy, by the end of 2018, Beijing had completed the "coal to gas" project in 457 villages. However, natural gas is flammable and explosive. Once it leaks, it is very easy to cause fire and explosion accidents. According to statistics, in 2020, there were 548 gas accidents and 327 indoor gas accidents in China, resulting in 78 deaths, accounting for 92.86% of the total, and 657 injuries, accounting for 98.06% of the total. Among them, there were 103 indoor natural gas accidents. Indoor gas accidents are the main accidents causing casualties. Indoor gas facilities are also prone to safety accidents due to their own potential safety hazards or improper use by users. The safety status of residents' indoor gas facilities can not be ignored. In addition, strengthening the safety management of indoor gas facilities and ensuring the safety of gas use are not only the clear requirements of laws and regulations, but also the key work and social responsibility of gas companies. According to the current standards and specifications related to gas safety, this paper investigates and analyzes the potential safety hazards of indoor gas facilities of users in coal to gas village.
